According to Annexure-II ( Note-VI) of Odisha civil services Examinations,2020 (Advertisement No-07 of 2020-21

VI) The question papers other than the Indian language and literature shall be set in English as per G.A Department Letter No- 18430/Gen., dt. 04.07.2013, the question papers in all subjects will be in English only except in language papers, and replies are permitted in English or Odia according to the choice of the candidates. The candidates will specify the option of language in the appropriate box of the online application form. No candidates will be permitted to use more than one language in the same answer script.

But the preliminary Examination is objective type so you should have a basic understanding of English so that you can answer the questions. In the main examination, you can write the answer in the Odia language. Interviews will be conducted in the Odia language.

But from 2022, the Govt has changed the Pattern of Examination. Now the question will be bilingual i.e Odia and English. Except English Language Paper, you can write all other papers in Odia language. Interview will be in Odia Language. Framing of the Odisha Civil Services (Method of Examination
in Odia Medium) Rules, 2022.

1. The method of recruitment to different posts/Services in the State Cadre and

District cadre is regulated as per the provisions prescribed under relevant

recruitment rules.

2. As per the instructions issued by the Government from time to time, the question

papers in the recruitment examinations are being set in both Odia and English

language.

3. As per practice, in vogue the answer papers except the language papers in the

recruitment examinations are being answered by the candidates in English

language only. Besides, the interview wherever prescribed are conducted in

English language only .

4. In order to improve the odia language, it has been proposed to prescribe

enabling provisions by way of framing an omnibus Rules to the effect that, the

candidates shall the answer the questions in Odia language except the Language

subject. However, the candidates who desire to answer the papers and/or to face

the Interview in English language, must exercise option at the time of filling up

the Application form for the Examination .

5. It is therefore, proposed to frame an omnibus Rules namely the Odisha Civil

Services (Method of Examination in Odia Medium Language) Rules, 2022
