The endeavor of the Government has always been to ensure that all the Civil Service aspirants are judged on the basis of in-depth knowledge. 

Therefore, Government have been comprehensively examining various issues raised from time to time like eligibility, syllabus, scheme and pattern of the Odisha Civil Services examination. 

Further, in order to reduce the burden on the candidates for preparation of the Odisha Civil Services

 Examination and Civil Services examination conducted by the UPSC separately due to separate pattern of examination/syllabus, the Government has decided to amend the existing provisions of the Odisha

 Civil Services (Combined Competitive Recruitment Examination) Rules, 1991 in consonance with the provisions made by UPSC in connection with pattern/scheme and subject of the examination for

 Central Civil Services Examination in the following manner so that candidates can prepare themselves for the Civil Services Examination conducted by the OPSC and UPSC simultaneously.

    OPSC CSE 2022 Complete Syllabus


    Civil Services Exam (OAS Exam), the most coveted exam , is conducted by OPSC every year to recruit candidates to various services & posts in the Government of Odisha. It is a two stage exam consisting of:

    1. Civil Services Preliminary Examination (objective type) for the selection of candidates for the Main Examination.

    2. Civil Services Main Examination (Written & Interview) for the selection of candidates for various services & posts as mentioned in official notification.

    OPSC OAS Preliminary Exam Pattern & Syllabus


    The first stage of the exam i.e., the Civil Services Preliminary Exam is only a screening test and is conducted to shortlist candidates for the Main Examination. Marks secured in Preliminary Exam are not taken into account while preparing the final merit.

    2. General Studies Paper-II Syllabus


    It comprises of 80 questions from the following topics carrying a maximum of 200 marks to be solved in 2 hours.

    Interpersonal skills including communication skills.


    Logical reasoning & analytical ability.


    Decision making & problem solving.


    General mental ability.


    Basic numeracy (numbers & their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency, etc. – Class X level)

    General Studies Paper-II of OAS Exam is a qualifying paper with minimum qualifying marks fixed at 33%.

    It is mandatory for a candidate to appear in both the Papers of OAS Prelim Exam for the purpose of evaluation.

    Important Points:


    1. The papers on Odia language and English (Paper A and paper B) will be of qualifying nature and the marks obtained in these papers will not be counted for ranking.

    2. The papers on odia language and English (Paper A and paper B) will be of Matriculation or equivalent standard.

    3. The papers on Essay, General Studies and Optional Subject of only such candidates will be taken cognizance who attain 35% marks in ‘Indian Language’ and 35% in ‘English’ as minimum qualifying standards in these qualifying papers.

    4. Marks obtained by the candidates for the Paper I-VII only will be counted for merit ranking.

    5. The question papers for the main examination will be of conventional (essay) type and each paper will be of 3 hour duration.

    6. Candidates will have the option to answer all the question papers, except the Qualifying Language Papers, Paper-A and Paper-B, in Odia or in English.

    7. The question papers (other than the literature of language papers) will be set in  both English & Odia only.

    8. Compensatory time of twenty minutes per hour shall be permitted for the Blind candidates and the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) in both the Civil Services (Preliminary) as well as in the Civil Services (Main) Examination.

    Note on Number of Attempts


    Due to changes in the examination pattern in above manner will require time for candidates to adapt to the revised pattern of the examination. As such it has been proposed to revise the attempt to appear the examination in the following manner; "(0 for candidates belonging to Unreserved Category - 6 (Six) attempts. (ii) no limit has been prescribed for candidates belonging to S.C. & S. T. category. (iii) for candidates belonging to the Socially and Educationally Back Ward Classes -9 (Nine) attempts. 4. It is therefore, proposed to amend the relevant provisions of the Odisha Civil Services (Combined Competitive Recruitment Examination) Rules, 1991.

      Personality Test or Interview


      The candidates capable of clearing prelims and mains will be called for the final interview. The personality test or interview shall carry 250 Marks.

      The candidates shall be interviewed by a Board to be constituted by the OPSC for the purpose. The said board will have before them a record of his career. He will be asked questions on matters of general interest.

      The object of the interview will be to assess the personal suitability of the candidate for a career in public service. The object of this test shall be to judge the mental caliber of a candidate, his intellectual qualities as well as social traits and his interest in current affairs.

      Can I write the OAS exam in Odia?

      Odia language is a compulsory paper in the OPSC OAS exam. However, the other papers can be written a in English or Odia according to your choice. Read the article for more clarity.

      Framing of the Odisha Civil Services (Method of Examination
      in Odia Medium) Rules, 2022.


      1. The method of recruitment to different posts/Services in the State Cadre and

      District cadre is regulated as per the provisions prescribed under relevant

      recruitment rules.

      2. As per the instructions issued by the Government from time to time, the question

      papers in the recruitment examinations are being set in both Odia and English

      language.

      3. As per practice, in vogue the answer papers except the language papers in the

      recruitment examinations are being answered by the candidates in English

      language only. Besides, the interview wherever prescribed are conducted in

      English language only .

      4. In order to improve the odia language, it has been proposed to prescribe

      enabling provisions by way of framing an omnibus Rules to the effect that, the

      candidates shall the answer the questions in Odia language except the Language

      subject. However, the candidates who desire to answer the papers and/or to face

      the Interview in English language, must exercise option at the time of filling up

      the Application form for the Examination .

      5. It is therefore, proposed to frame an omnibus Rules namely the Odisha Civil

      Services (Method of Examination in Odia Medium Language) Rules, 2022


      What is the age limit for OAS?

      According to OPSC, the candidates must be between 18 and 38 years of age. However, there is age relaxations for some categories.
